How to apply for a Residence Permit What is a Residence Permit? A Residence Permit for Foreigners is granted to foreigners who study or work in China by Ministry of Public Security, P.R.China. The paper-sticking type Residence Permit is to identify the legality of foreigners’ residence in China, which can be pasted to your passport. During the valid period, you can enter China more than once. Who needs to apply for a Residence Permit? International students who enter China with an X visa or a tourist visa (L visa), without a visa, or with a visiting visa (F visa) for studying over six months must apply for a residence permit from the Division of Exit-Entry Administration of Shanghai Public Security Bureau (DEEA of PSB). When must I apply? After you arrive in China, you must apply for a Residence Permit to the SEEAB before your visa expiration date. X visa is only 30 days, so you must double check your own visa to determine the amount of time before expiration. According to the number of semesters you have paid for study in China, you may apply for a one or two semester academic period. Where do I go? Police officers will come to ECNU campus to conduct the Residence Permit registrations for international students at the beginning of every semester. If you are not able to come at that time, you may go to the SEEAB office yourself. One Copy of Registration Form of Temporary Residence (from the Office of International Students Dorm if you live on campus or from the local police station if you live off campus). h. Certifying letter (from the International Students Office) Passport and the documents mentioned above are retained by the police at the time of registration. An official receipt is issued, on which there is a date for collection of your passport and Residence Permit (usually about a week later) is given. At the time of pick-up you will be required to pay all fees. PLEASE NOTE: 1. Visa Application Form JW201 & JW202, Health Qualification and Registration Form of Temporary Residence are very important documents when you are in China. Please make COPIES and put them in a safe place. 2. You must go to the International Students Office to get the certifying letter with stamp before visiting the police. If you do not have this letter, the police won't be able to complete your application. What will happen if I do not register within the visa expired date? It can lead to a total fine of up to¥500 per day. Fines can be up to ¥5000 for as many as 10 days.
