Project 211 was a major national higher education development initiative launched in 1995 to strengthen a selected group of Chinese universities for the 21st century. The name “211” referred to the 21st century and the original goal of supporting around 100 universities.
The universities included in Project 211 continue to operate today and are still widely recognised as 211 universities in China. The 211 label remains influential in Chinese higher education and is still commonly used by students, universities, employers, and the public when discussing the academic standing of Chinese universities.
Project 211 is now part of the history of China's university development initiatives, alongside Project 985. Since 2017, the Double First-Class Initiative has become the current national framework for developing world-class universities and disciplines. However, this has not made the 211 label irrelevant. 985 and 211 universities continue to have strong recognition and influence in China.
For international students, a 211 university can therefore be a useful reference when comparing universities. However, it is still important to look at the specific programme and subject strength, as well as factors such as teaching language, admission requirements, tuition fees, and location.
